The present invention relates to an apparatus and a method to monitor a mooring rope of a ship or an offshore plant, and the apparatus receiving various types of data from a sensor installed in a mooring rope. An apparatus to monitor a mooring rope of a ship or an offshore plant comprises: a sensor unit installed in the mooring rope measuring data of a state of the mooring rope; a wireless transmission unit which transmits the measured data of the sensor unit to a wireless reception unit; the wireless reception unit installed in a body of the offshore plant, and receiving the measured data from the wireless transmission unit; and a central processing unit which estimates a mooring state of the mooring rope using the measured data received through the wireless transmission unit.
