The present invention relates to a surplus electricity processing device of a fuel cell vehicle and, more specifically, to a surplus electricity processing device of a fuel cell which is connected to a battery and to which power is applied, wherein a temperature control unit including a PTC element having a constant temperature characteristic is connected in series to a power front end of a heater module including a plurality of heater rods, and resistance of the PTC element rises to reduce or cut off an electric current applied to the heater module when an abnormal voltage or a voltage is applied to the heater module or the heater module is overheated higher than a set temperature due to abnormal flow of a coolant, thereby fundamentally preventing overheating.
