The present invention relates to a stepped cell which has two cavity shapes and is applied to devices having various shapes, and a manufacturing method thereof. The present invention relates a two-cavity stepped cell which includes: a cup cell (10) as a reference; an upper stepped cell (21) which is stacked on the upper part of the cup cell (10) and has a size which is smaller than that of the cup cell; and a lower stepped cell (31) which is stacked on the lower part of the cup cell (10) and has a size which is smaller than that of the cup cell. The two-cavity stepped cell can be manufactured by a stack and folding method or a lamination and stack method. Also, a receiving part is formed in the upper and lower parts of a pouch used for the packing of a battery. An alignment hole is formed at the end of the upper and the lower parts of the pouch for aligning.
