The initialization signal generating circuit comprises: a passive element; a first driving unit which includes a passive element and drives an initialization signal during the interval until an external voltage increases to an initial level; and a second driving unit to drive the initialization signal from a point of time when the external voltage reaches the initial level, in response to a control signal. The present invention provides an initialization signal generating circuit and a semiconductor device comprising the same.
