<p>The principle of the present invention is to apply an existing thermodynamic principle and the principle of energy conservation. A water generator manufactured based thereon is a device to generate water without water (tap water and general supplied water) supplied by installing an additional device such as a cold and hot water dispenser and a cold and hot water purifier. The present invention relates to a cooler comprising: a thermoelectric element; a heat radiation panel being in contact with a heat generation part of the thermoelectric element and emitting heat received from the heat generation part to the air; a cooling panel being in contact with a heat absorption part of the thermoelectric element and receiving much more moisture from the air; and a thermoelectric element driving part to apply a current of a constant voltage to a bonding part of the thermoelectric element. The cooling panel and the heat radiation panel are oppositely attached to both sides of the thermoelectric element, and respectively use the cold and the hot heat of the thermoelectric element. The present invention can be used in a place where there are no electricity using a solar cell panel and a lithium ion battery. The present invention can make users drink water anytime and anywhere using a purifying filter with 4-5 water purification steps.</p>
