The present invention introduces a device and a method for testing a heat insulating performance of a multi-layered film insulating material, capable of finding a heat flux coefficient transferred to a multi-layered film material from an artificial satellite. The device for testing the heat insulating performance of a multi-layered film insulating material comprises a multi-layered film insulating material, an aluminum panel, a control heater, and a temperature sensor which are installed in a thermal vacuum chamber the temperature of an inner part of which is the same as the temperature of the universe for testing. The method for testing the heat insulating performance of a multi-layered film insulating material comprises: a step of controlling the temperature of the control heater; a measurement step; and a calculation step.
