The purpose of the present invention is to provide an efficient water management system and a water management method for an area with a water shortage capable of efficiently recycling wastewater and rainwater to solve a water lack in the area where a water supply is difficult or water shall be autonomously supplied such as island regions and desert islands and reducing expenses and energy consumption for treating sewage. To achieve the same, the present invention, the water management system for the area with a water shortage including island regions, provides the efficient water management system for the area with a water shortage, includes a separate-discharge line module separately discharging dishwater according to concentration; a treatment module treating the dishwater received after being separately discharged from the separate-discharge line module; and a water recycling module providing the water treated by the treatment module to consuming places. In addition, the present invention provides the efficient water management method for the area with a water shortage including a dishwater separate-discharging step of separately discharging waste water generated in a dishwater generation section according to the concentration of the waste water; a discharged-wastewater treatment step of filtering or discharging the dishwater separated through the separate-discharging step to an external sewage treatment facility; and a treated-water recycling step of recycling the water filtered in the discharged-wastewater treatment step to provide the water to consuming places.
