Disclosed are a device and a method to handle vehicle accident. According to an embodiment of the present invention, the device determines whether an accident occurs in a vehicle or not by using a shock sensor installed in a black box; allows a vehicle owner to recognize the accident once the accident occurs by transmitting an accident image and information about the accident to a mobile terminal of the owner when the accident is determined to occur; and makes voice communication between the owner and a suspect through a speaker phone installed in the vehicle. Therefore, handling the accident becomes smooth.
