A heat dissipation material (30, 42) and a method (10) of making the same are provided. The method (10) includes the step (12) of preparing an aqueous solution (62, 72) of sodium hydroxide and the step (14) of reacting at least one aluminum plate (22, 64, 76, 78) with the aqueous solution (62, 72). The method (10) can allow at least one aluminum plate (22, 64, 76, 78) to react with the aqueous solution (62, 72) until a micro-porous surface (38) forms on at least one aluminum plate (22, 64, 76, 78) or aluminum heat-sink, and a layer (24) of a reaction product forms on a surface (26) of at least one aluminum plate (22, 64, 76, 78).
