According to an embodiment of the present invention, a porous catalytic layer is provided with: a metallic portion that includes a plurality of noble metal-containing sheets that are laminated by being spaced apart from each other; and a porous nano carbon layer that is disposed between each pair of adjacent noble metal-containing sheets. The noble metal-containing sheets of the metal portion have an integrated portion, and the porous nano carbon layer contains fibrous nano carbon.
