PROBLEM TO BE SOLVED: To provide a write processing device and plant control system that allow write of process data to be more surely executed. ! SOLUTION: In an apparatus IO processing unit 56, provided are a write request reception unit 561; a buffer 562; and a write request processing unit 563. The write request reception unit 561 is configured to receive process data to be written in a low-order control device 2 from an access processing unit 54, and generate sequence information about a sequence of writing the process data in the low-order control device 2. The buffer 562 is configured to store the process data received by the write request reception unit 561 in association with a time stamp, and the write request processing unit 563 is configured to perform processing to write the process data in the low-order control device 2 in the sequence specified by the time stamp and by a time slot unit having a prescribed period divided by a prescribed time unit. !
