PROBLEM TO BE SOLVED: To prevent an elastic layer from being separated from a conductive adhesive layer in an interface.SOLUTION: A charging member 121 includes: a conductive support 30; a conductive adhesive layer 33 arranged on the conductive support 30 and containing a crosslinking agent having two or more functional groups which react with a halogen group, and resin having the halogen group; and an elastic layer 31 which is arranged in contact with the conductive adhesive layer 33 and contains a rubber material having the halogen group. In an interface between at least the conductive adhesive layer 33 and the elastic layer 32, the resin having the halogen group included in the conductive adhesive layer 33 is crosslinked with the rubber material having the halogen group included in the elastic layer 31 by reacting with the crosslinking agent.
