PROBLEM TO BE SOLVED: To provide a traffic flow allocation method in which slices of an SDN share a link band by sharing one packet transfer queue for each physical link, and a device. ! SOLUTION: An input interface 10 includes: a topology information receiving part 10a for receiving and storing input of topology information of a network; and a traffic flow information receiving part 10b for receiving and storing input of traffic flow information. Under the condition that a priority class of a traffic flow passing each ring of the network belongs to one type for each ring and the priority class makes the same slices among a plurality of slices share the link band, a traffic flow allocation calculation part 20 solves an integer scheduling model with the topology information and the traffic flow information as input and outputs an allocation result of the traffic flow minimizing scheduling cost of packet transfer. !
