PROBLEM TO BE SOLVED: To provide an image forming apparatus configured to easily control stains on a charging rotating body as compared with a case where a charging system is fixed. ! SOLUTION: An image forming apparatus having a charging roller, which comes into contact with a surface of a photoreceptor to charge it, includes transfer setting means which sets a transfer voltage to be applied in transferring a toner image formed on the surface of the photoreceptor. When the transfer voltage is less than 1000 V, a DC voltage is set as a charging voltage.
