PROBLEM TO BE SOLVED: To provide an electric wave closed space in which frequency utilization efficiency is improved and a terminal storage rate is not reduced even when an access point interval is short.SOLUTION: A communication control system includes: an acquisition part for acquiring an interference quantity caused by radio communication between a terminal and an access point; a closed space analysis part for calculating an interference quantity when regarding access points of which the mutual interference quantities are a threshold or more as one access point by grouping the access points while referring to the interference quantities acquired by the acquisition part and determining transmission power of an access point of which the calculated interference quantity is a regulated value or less; a time synchronization part for supporting transmission of a signal so that the grouped access points can transmit the same signal at synchronous timing; and a closed space control part for controlling transmission power of the access points on the basis of the transmission power determined by the closed space analysis part.
