The present invention relates to a steel damper and a seismic retrofitting method using the same. The purpose of the present invention is to provide the steel damper and the seismic retrofitting method using the same capable of preventing a shear failure due to a horizontal load while controlling excessive displacement and improving energy dissipation efficiency. The steel damper according to the present invention includes: an upper supporting plate connected to a structure by being pinned; a lower supporting plate arranged on the lower side of the upper supporting plate at predetermined intervals to be parallel with the upper supporting plate and fixated to the structure; a left strip having the upper part integrally connected to the tip of one end of the upper supporting plate and the lower part integrally connected to the lower supporting plate; and a right strip having the upper part integrally connected to the tip of the other end of the upper supporting plate and the lower part integrally connected to the lower supporting plate. The left and right strips having an identical width are symmetrically formed and inclined. Inner inclined angles (θ1,θ2) between the left and right strips and the lower supporting plate are an identical acute angle.
