The arrangement (100) has a propeller (10) rotatable about a propeller axis (13). A rotor fin (30) is freely and rotatably arranged about a propeller axis, where diameter of a circular path described by rotation of the rotor fin is less than diameter of the propeller. The rotor fin is arranged on a propeller hub (11) of the propeller. A stator fin (20) is arranged on the propeller hub of the propeller and firmly connected to the hub. The stator fin is arranged offset in axial direction with respect to propeller blades (14) of the propeller.
