1. An apparatus comprising:
a hardware processor; and a memory, the memory storing instructions for: a coding unit configured to encode first blocks obtained from one picture included in moving image data; and a code amount adjustment unit configured to increase an amount of code allocated to the first block if the first block corresponds to a luminance change block, wherein the code amount adjustment unit includes: a rate control unit; and a quantization coefficient setting unit configured to set a quantization coefficient per first block according to a target code amount determined by the rate control unit, and to change a value of the coefficient so that the quantization coefficient becomes smaller if the first block corresponds to the luminance change block. |
