The monitoring section monitors for any failure in a control plane processing section 11 and each of user plane processing sections 12 of a network device 10. If no failure is found in a user plane processing section 12 that is allocated a first session of a terminal 90 specified as the destination of user data, the communication control section transfers the user data to that user plane processing section 12. |
