Provided are a soundproof panel of a solar cell module having a phase change material and a sound absorbing material, and a soundproof wall having the same, wherein a phase change material (PCM) and the sound absorbing material are formed inside a soundproof panel of the solar cell module which is to be laminated and installed between pillars of a road noise barrier. Accordingly, the present invention can reduce a traffic noise on a road and prevent an increase in temperature of a soundproof panel of a solar cell module, thereby enhancing a photovoltaic efficiency.
