PROBLEM TO BE SOLVED: To provide an envelope paper which can achieve both folding performance and adhesion performance and correspond to a variety of envelope forms. ! SOLUTION: An envelope paper is applied to an envelope forming device 100 which comprises: sheet conveying means for conveying a sheet in a predetermined conveying direction; folding means for folding the sheet at a predetermined folding part; water applying means for applying water to a remoistening paste part; and sealing means for sealing the sheet to which the water is applied.
