PROBLEM TO BE SOLVED: To suppress the number of necessary memory bits and an operation cost while suppressing deterioration in image quality in quantization parameter control in a frame.SOLUTION: An image encoding device for encoding an image per block comprises: first acquiring means for acquiring an evaluation value of a block; determining means for determining a class to which the block belongs among a plurality of classes on the basis of the evaluation value acquired by the first acquiring means; second acquiring means for acquiring count information indicating the number of blocks belonging to a predetermined class which is a part of the plurality of classes; and setting means for setting quantization parameters used to encode a block belonging to class different from the predetermined class on the basis of the count information acquired by the second acquiring means.
