PROBLEM TO BE SOLVED: To provide a technique for performing voice synthesis while suppressing occurrence of voice slip. ! SOLUTION: A first counter 130 measures a first voice data number N1 which is the number of pieces of data of first voice data F1. A second counter 140 measures a second voice data number N2 which is the number of pieces of data of second voice data F2. A data number comparison part 150 compares the first voice data number N1 measured by the first counter 130 and the second voice data number N2 measured by the second counter 140. A data reduction expansion part 170 reduces or expands the second voice data F2 based on the comparison result by the data number comparison part 150, and outputs the second voice data F2 after being reduced or expanded. A synthesis part 180 synthesizes the first voice data F1 and the second voice data F2 which has been reduced or expanded and outputted by the data reduction expansion part 170. !
