PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus which prevent the degradation of image quality, such as offset, during high-speed processing by a simple configuration. ! SOLUTION: A belt type fixing device 25 includes: a pressure part comprising a pressing roller 44; a heating roller 45 having therein a heat source; a fixing roller 46 disposed so as to face the pressing roller 44; a heat fixing belt 47 stretched around the heating roller 45 and the fixing roller 46; an electricity removal brush 48 being in slide contact with the heat fixing belt 47; a conductive member 49 holding the electricity removal brush 48 and a bimetal element 51; and an electricity removal conduction part 53 which is connected to a ground part 52 electrically independently of these members and is disposed above the bimetal element 51.
