SOLUTION: The water-based coating material includes a polymer (I) and particles (II) in which metal particles are coated with a silica layer. The particles (II) of 0.1-13 pts.mass are included to the polymer (I) of 100 pts.mass, and an average film thickness of the silica layers of the particles (II) is 1.0 nm or more. !
