The server 30 includes: a data storage control section which stores registration information of a user who suspends registration, in association with a reason for suspension, on a storage section; a registration determination section which determines whether information on a user who has made a registration request is included in the registration information stored in the storage section; and a registration instruction section which transmits an instruction for executing processing corresponding to the reason for suspension associated with the registration information, when a determination of the registration determination section is affirmative, to the storage medium issuing apparatus 2.
