PROBLEM TO BE SOLVED: To provide a gear pump capable of properly keeping pressing force between a side plate and a gear even at high-temperature, and a brake device.SOLUTION: A seal device 70 is provided, which is disposed in a storing portion 62a formed on a housing 52 or a side plate 62 with an interference in a direction separating the housing 52 and the side plate 62 between the housing 52 and the side plate 62, and divides a high-pressure portion 80a and a low-pressure portion 80b formed in a radial direction of gears 58 and 60. The interference corresponding to the radial direction of the gears 58 and 60 is set to be larger than the interference corresponding to a thrust direction of the gears 58 and 60.
