PROBLEM TO BE SOLVED: To provide a device and a method for creating an image utilization material for commercial use for automatically creating a desired image utilization material for commercial use by utilizing a processed image on which a user has strong feeling, and also to provide a device and a method for determining the processed image which, in order to determine how strong user's feeling to the image is, determine contents of processing on the processed image.SOLUTION: By determining whether an image is a processed image obtained by applying processing to an original image or not, determining contents of the processing on the image determined as the processed image, determining at least one of arrangement or size of the processed image in an image utilization material for commercial use based on the contents of processing on the processed image, and laying out the processed image based on at least one of the arrangement or size of the determined processed image, the image utilization material for commercial use is created.
