PROBLEM TO BE SOLVED: To provide an emulsion cosmetic composition obtained by forming a microemulsion having high stability and fine particle diameter. ! SOLUTION: There is provided an emulsion cosmetic composition comprising the following components (A), (B) and (C). (A) A polymeric emulsifier which is a copolymer containing 1 mass% or more and 23 mass% or less of a constitutional unit (a) represented by the general formula (1), a constitutional unit (b) represented by the general formula (2) and a constitutional unit (c) represented by the general formula (3) and in which the mass ratio ((c)/(b)) between the content of the constitutional unit (b) and the content of the constitutional unit (c) is 0.30 or more and 4.0 or less, (B) one or two or more oily components selected from an ester oil, a silicone oil, an ether oil, a hydrocarbon oil and a higher alcohol, which are liquid at 25°C and have a molecular weight of 120 or more and (C) water. !
