PROBLEM TO BE SOLVED: To provide a method of forming a self organization optical waveguide (SOLNET) that increases the tolerance to misalignment of the SOLNET from an optical device and suppresses the break of the SOLNET shape due to a lapse of writing time. ! SOLUTION: An optical device 2 including a luminescent target 4 in the active part and an optical device 1 for emitting writing light from the active part are installed so that the material (multiwavelength PRI material 3) whose refraction index is increased by radiation of lights of different wavelengths fills a part or the whole of an intermediate region.
