PROBLEM TO BE SOLVED: To suppress occurrence of uneven discharging while limiting increase in cost. ! SOLUTION: A latent-image forming devices (LHy-LHk) include: light-emitting elements (LED), disposed at a position downstream of charging devices (CRy-CRk) and upstream of development devices (Gy-Gk) relatively to a rotation direction of image carriers (Py-Pk), for irradiating surfaces of the image carriers (Py-Pk) with light; and light emission control means (C27) for controlling the light-emitting element (LED) on the basis of a formed image when forming latent images on the surfaces of the image carriers (Py-Pk), and controlling the light-emitting element (LED) on the basis of a discharging image having a part of pixels, of all pixels, written to, when discharging the surfaces of the image carriers (Py-Pk). !
