A packaging bag forming apparatus is disclosed. According to an embodiment of the present invention, the bag forming apparatus comprises: an apparatus main body arranged while having a stage where a packaging bag having an opened opening portion is positioned therebetween; and a forming unit coupled to the apparatus main body to be capable of at least one among ascending, descending, and horizontal movement with respect to the apparatus main body and forming the packaging bag to enable the opening portion of the packaging bag to closely be attached. The forming unit comprises: a first opening portion forming module forming the opening portion to be in a waiting state of opening portion closely attached formation that the opened opening portion is widened to enable a circumference of the opening portion to be formed in a predetermined shape; and a second opening portion forming module pressurizing both side units among the circumference of the opening portion in a direction approaching each other in the waiting state of the opening portion closely attached formation to enable the opening portion to be closely attached.
