The safety valve includes multiple sprinkling nozzles spraying and sprinkling the salt water pumped by the salt water transferring pump; a control device installed adjacent to the salt water transferring pump and controlling the operation of the salt water transferring pump using a remote control from outside; and a transceiving terminal capable of receiving text messages of the result of the wireless control of the salt water transferring pump and receiving videos of the frozen state of a road.
