PROBLEM TO BE SOLVED: To provide a toner binder that can achieve both low-temperature fixability and storage stability and has excellent chargeability, and a toner composition that contains the toner binder and colorant. ! SOLUTION: There is provided a toner binder that contains a crystalline resin (A), where the maximum peak temperature (Ta) of heat of fusion of (A) is 40 to 100°C; a ratio between the softening point and Ta of (A) is 0.8 to 1.55; a fusion start temperature (X) of (A) is within a temperature range of (Ta±30)°C; and (A) satisfies the following conditions 1 and 2 and (A) is a crystalline resin having an acidic group and/or a salt of an acidic group in a molecular chain. Also provided is a toner composition that contains the toner binder and colorant.
