PROBLEM TO BE SOLVED: To provide a heating apparatus configured to heat a belt for conveying a medium, with a heating member which generates heat by electromagnetic induction, while reducing the time from the start of heating the belt to the time of reaching a predetermined temperature, as compared with a case where no inhibition layer is provided. ! SOLUTION: A heat storage plate 58 is a member that generates heat by electromagnetic induction which is generated by an action of an AC magnetic field generated by an electromagnetic induction unit 53, to transfer the heat to a fixing belt 51. The heat storage plate 58 is formed by laminating a magnetic path forming member 581, a resin layer 582, and a heat capacity adjustment member 583 in this order, from an inner circumferential surface of the fixing belt 51 toward an axis O1.
