PROBLEM TO BE SOLVED: To provide an apparatus and a method for increasing the coding efficiency by effectively performing entropy coding.SOLUTION: The entropy decoding method according to the present invention comprises the steps of: decoding a bin of a syntax element; and acquiring information on the syntax element on the basis of the decoded bin. In the step of decoding the bin, context-based decoding or bypass decoding is performed for each bin of the syntax element.
