PROBLEM TO BE SOLVED: To provide a planar heating element configured to detect a failure, regardless of a position where an abnormal temperature is generated. ! SOLUTION: IR sensors 591, 592 are provided at the outside of both ends of a fixing belt 51. The IR sensors 591, 592 are arranged in a direction so as to see the inside of the fixing belt 51 from a window part 595 formed at the end of the fixing belt 51, to measure the amount of energy emitted from a heating element arranged inside the fixing belt 51. A control section 11 determines whether an abnormal high temperature is generated in the heating element 583, on the basis of output values from the IR sensors 591, 592, and stops electric power to be supplied to the heating element 583 when it is determined that the abnormal high temperature is generated. !
