Provided are an apparatus and a method for eliminating anode effect of an aluminum electrolytic cell. The apparatus comprises a compressed air delivery pipe that is mounted at a cell top of the electrolytic cell, wherein the compressed air delivery pipe is connected to an adjusting pipe provided with a control valve and a pressure gauge and the adjusting pipe is connected to a cannula.
