A printhead raising and lowering mechanism, and a card printer applying said mechanism. The printhead raising and lowering mechanism is used for driving a frame (25) and a printhead (21) installed on the frame (25) to move up and down along a guide rail (26). The mechanism comprises: a first swinging member (44), actively connected to the frame (25), and used for driving the frame (25) to move along the guide rail (26); a second swinging member (45), connected to the first swinging member (44) by an elastic element; a switching wheel (43), comprising a first cam (431) and a second cam (432), said cams being coaxially arranged. When the switching wheel (43) rotates, the first cam (431) drives the first swinging member (44) to swing between a first position and a second position. When the first swinging member (44) is located in the first position, the printhead (21) is in a raised position. When the first swinging member (44) is located in the second position, the printhead (21) is in a depressed position. When the switching wheel (43) rotates, the second cam (432) controls the swing amplitude of the second swinging member (45) so as to adjust the force of the elastic element on the first swinging member (44). The present printhead raising and lowering mechanism adapts for use with cards of different thicknesses or widths, and has good medium adaptability.
