Disclosed are a method and an apparatus for recognizing a number plate. The method for recognizing a number plate according to an embodiment of the present invention comprises three steps. In a first step, when surrounding illuminance is lower than reference illuminance, a first camera is used to output a trigger signal according to an approaching speed of a vehicle. In a second step, when the trigger signal is outputted from the first camera, a second camera is used to capture the image frames of the approaching vehicle as the open time of a shutter and the illuminance of a lighting unit corresponding to the trigger signal are applied. In a third step, the area of a number plate is extracted from the image frames captured by the second camera and then information on the number place is read from the area of the extracted number plate.
