According to the present invention, a roughing end mill comprises: a cylindrical body; a helical thread formed to surround an outer circumferential surface of one side in a longitudinal direction of the body in a spiral shape and wherein a mounting end is over an entire portion of an end in a protruding direction; and an outer circumferential blade block having a stick shape elongated along the longitudinal direction of the body and twisted in the spiral shape along the helical thread and coupled to be mounted over the entire portion of the mounting end and where a plurality of saw teeth grooves on a surface in the opposite direction of a central shaft in the longitudinal direction of the body. According to the present invention, by using a roughing end mill and a manufacturing method, the body and the outer circumferential blade block having the saw teeth grooves are separately manufactured and configured to be mutually coupled so as to manufacture only outer circumferential blade block with expensive cemented carbide in order to maintain a high cutting quality and durability and significantly reduce manufacturing cost.
