PROBLEM TO BE SOLVED: To provide an optical element that enables the free space optical propagation between optical waveguides, components, or devices, enable the positioning of an optical component or device on a substrate, or provide a support structure.SOLUTION: An optical element 200 is mounted on a waveguide substrate. The optical element includes: a first transmission surface 202 and a second transmission surface 204 that face each other; a mount surface 206 that is approximately flat and is provided between the first transmission surface and the second transmission surface; and a projection portion 207 formed by a part of the optical element projecting from the mount surface. The mount surface is provided with a groove capable of housing the projection portion when the optical element is mounted on the surface of the waveguide substrate.
