An axle box suspension and positioning apparatus of a rail vehicle comprises a guide post component (2). The guide post component (2) comprises a fixing end connected to a framework of the rail vehicle, and a free end that is telescopic in an opening (11) of an axle box (1). An elastic positioning part is arranged in the opening (11). The elastic positioning part restricts the free end to move along a driving direction of the vehicle relative to the framework. Arrangement of the elastic positioning part makes the axle box suspension and positioning apparatus have large positioning stiffness. Also disclosed is a bogie provided with the axle box suspension and positioning apparatus.
