Provided are: a porous plate-shaped filler capable of being used as a material for a heat-insulating film having excellent heat insulating properties; and the heat-insulating film. The porous plate-shaped filler (1) is a ZrO2-based porous plate-shaped filler (1) that has a plate shape having an aspect ratio of at least 3, has a minimum length of 0.1-50 µm, has a porosity of 20%-90%, has an oxygen defect, and is single phase. As a result of the ZrO2 particles configuring the porous plate-shaped filler (1), the crystal structure is complicated and phonon is more readily dispersed.
