<p>PROBLEM TO BE SOLVED: To provide a video coding device capable of parallel coding of a picture every block line, which can inhibit an increase in code amount or deterioration in quality of a regenerated picture.SOLUTION: A video coding device 1 causes when all of quantized orthogonal transform coefficients of a first sub-block which is initially coded in lines of a block are 0, a quantization parameter of a sub-block previous to the first sub-block not to be referred when determining a deblocking filter strength by replacing any quantized orthogonal transform coefficient in a transformation unit among transformation units included in the first sub-block, in which deterioration in picture quality of the reproduced first sub-block or an increase in code amount is minimum with a predetermined value other than 0.</p> |
