<p>Provided are a method and apparatus for transmitting a system message. A base station comprises: a sending unit for sending a counting request message to a UE, wherein the counting request message comprises first request information and second request information, the first request information being used for requesting a UE of a first type to report a service identifier of a service being received and/or a service identifier of a service which the user is interested in receiving to the base station, the second request information being used for requesting a UE of a second type to report the service identifier of the service being received to the base station, and each service identifier corresponding to a service; and a receiving unit for receiving a counting response message sent by the UE of the second type, the counting response message comprising N service identifiers, which N service identifiers respectively correspond to N services being received by a UE. Thus, the base station can determine that the services being received by the UE are the N services respectively corresponding to the N service identifiers according to the N service identifiers in the counting response message.</p> |
