PROBLEM TO BE SOLVED: To effectively encode a transform coded residual signal of a moving image, which has over a predetermined size.SOLUTION: A video encoding device comprises: an intra prediction part for determining an intra prediction mode to create a prediction block; a transform coding/quantization part for transform coding and quantizing the prediction residual block to create a quantization block; an inverse quantization/transform decoding part for inversely quantizing and inversely transforming the quantization block to create a restored residual block; and an entropy coding part for entropy coding a quantization coefficient of the quantization block. When the size of the quantization block is 8×8, the quantization coefficient of the quantization block is divided into a main subset and a plurality of residual subsets and scanned by using a scan pattern determined by the intra prediction mode, and the intra prediction mode is coded by using upside and left side intra prediction modes, and when there is no upside intra prediction mode, the upside intra prediction mode is set in a DC mode. |
