<p><P>PROBLEM TO BE SOLVED: To provide a high-attenuation composition which eliminates a problem of temperature dependency by using an inexpensive and multipurpose material and while maintaining favorable processability, and is excellent in attenuation performance more than an existing composition. <P>SOLUTION: A milling plant containing an inorganic filler and at least starch is compounded into diene system rubber not containing a polar group. It is preferable that at least one selected from a group composed of wheat flour and potato flour is used as the milling plant. When using the wheat flour, it is preferable that water is additionally compounded into the diene system rubber.
