<p><P>PROBLEM TO BE SOLVED: To provide a communication device, a program and a communication system that can ensure that a control function is properly used. <P>SOLUTION: A control scheme transmission section 21 transmits scheme information indicating a scheme for control related to data communication to be executed by an own device and environment information indicating a surrounding environment depending on the location of the own device to another communication device. A control scheme decision section 24 decides content of control to be executed by another communication device on the basis of the scheme information and environment information received from another communication device, and generates control information indicating the decided content of control and a digital signature. A control schedule transmission section 25 transmits the control information and the digital signature to another communication device. A signature verification section 12 verifies whether the digital signature received from another communication device is authentic.
