Embodiments of the present invention provide a signal measurement method and apparatus. The signal measurement method in the present invention includes: sending, by a base station controller, a message to instruct a base station to measure an uplink signal of a terminal device in a to-be-measured sector in a target super cell, where the terminal device receives or sends a signal on a relay layer channel of the target super cell, so that the base station measures, according to the message, the uplink signal on a physical channel corresponding to the relay layer channel in the to-be-measured sector, obtains an uplink measurement result of the to-be-measured sector, and reports the uplink measurement result to the base station controller; and acquiring, by the base station controller, the uplink measurement result of the to-be-measured sector. According to the embodiments of the present invention, in a scenario of a super cell, a target sector is determined for a terminal device, thereby implementing mobility management on the terminal device and assigning the sector to the terminal device. |
